--Charles Finnegan was born to what would be considered an upper-class family and such expectations defined his upbringing. He went to the finest schools and as expected rose far above his peers. While it may seem that life was handed to him on a silver platter, it was his own doing that allowed him to excel so far. He grew up and continues to live in 436 Shenxin's kingdom.

--Finnegan is extremely charismatic and knows his way around most conversations. He's the one that will always greet you with a "Charmed to meet you" and a kiss on the cheek or hoof. What most don't realize is that in the few moments they have interacted with Finnegan, they have already given away much about themselves. Finnegan is quite knowledgable being quick to pick up information on others. It makes sense that he is that good at gaining information as his occupation is trading secrets and information to whoever wants it. He has no care which side you're on as long as you have the means to cover the expenses and information. 

--Finnegan does not care to get his hooves dirty. This defines how he interacts with others as well as his business. You can find him at most high profile parties, but don't expect him to be in the middle of the action. Just as he prefers to get his information quickly and quietly with no bloodshed. If it takes more than exchanging words a few times, he will bring in others to do the job. 

--Charles Finnegan knows how smart he is and knows what power he holds with the information he has. It is easy to notice how he holds himself above others and is often quite smug. However, you won't often see him bragging or trying to show off. He finds that behavior to be quite obnoxious. This is one of the many cases where you might see him lose his temper and quickly shut the behavior down. Another is someone calling him something other than Finnegan or Charles Finnegan.

--He is used to others attempting to bribe him in various means which all fail. He likes his alcohol but doesn't need to have it all the time. While he enjoys money, he does have plenty of it already. He doesn't care for females (or males) throwing themselves at his feet. He doesn't care for random affections, and in fact, it takes a lot for Finnegan to even want to attempt a relationship (even then those don't last long). Finnegan doesn't believe in any kind of intimacy except between those who are in a relationship or family.
